The Children's Product Certificate (CPC)
A Children's Product Certificate (CPC) is the document an importer or domestic manufacturer issues to certify that a children's product complies with all applicable CPSC rules, based on testing by a CPSC-accepted third-party laboratory.
When do you need a CPC?
You need a CPC for any children's product — generally a product designed or intended primarily for children 12 and under. Common examples: toys, children's apparel, juvenile furniture, and children's sleepwear. (General-use products use a General Certificate of Conformity instead.)
What must a CPC include?
A complete CPC identifies the product and documents the testing behind it:
- Identification of the product covered
- Each applicable CPSC rule, ban, standard, or regulation (the citations)
- The U.S. importer or domestic manufacturer certifying the product, with contact information
- Contact information for the person maintaining test records
- Date and place the product was manufactured
- Date and place the product was tested for compliance
- The CPSC-accepted third-party laboratory whose testing supports the certificate
Certificates must be in English, must be based on a test of the finished product (or a reasonable testing program), and must be available to CPSC and CBP on request.
